STARTING Dec. 1, Shenzhen will subsidize entrepreneurial teams led by doctoral degree holders. Applications for the subsidy are open once a year and each application unit can get a one-off subsidy of 500,000 yuan (US$76,000), Shenzhen Special Zone Daily reported yesterday.

To apply for the subsidy, the number of Ph.D. holders in the startup or entrepreneurial team, which is settled in the municipal innovation and entrepreneurship platform, should be more than 30, or the proportion of the startup or entrepreneurial team led by Ph.D. holders in the municipal innovation and entrepreneurship platform has reached more than 30 percent.

Meanwhile, the startup or entrepreneurial team should have been established within the past three years, and the time of settling in the municipal innovation and entrepreneurship platform should be more than one year.

The municipal human resources and social security bureau is in charge of the identification and management of entrepreneurial teams led by doctoral degree holders., while the municipal public employment service agency is responsible for the declaration and evaluation of the teams.

The teams shall submit the application to the district’s public employment service agency, which shall conduct formal examination on the materials submitted by the application unit.

If the materials pass preliminary examination, the agency shall issue the preliminary opinions and report it to the public employment service agency at the municipal level.

The municipal public employment service agency will entrust a third-party institution for an expert review of the application materials. The results of the review will be publicized for five working days.
