SHENZHEN was praised by the State Council for promoting deep integration of research, industry, education and capital that spurs innovation and entrepreneurship.

According to a public circular issued by the General Office of the State Council, Shenzhen continues improving the whole ecological chain process that is comprised of basic research + achievement transformation + talent support and striving for technological breakthroughs.

The city tries to form a technological innovation system backboned by enterprises, guided by the market and deeply integrated with resources of industry, education, research and capital.

The circular lists and highlights 43 items and typical practices by local governments.

In Shenzhen, the government implemented the rules to make up shortfalls in basic research through government funds. In three years, the city doubled the fund support for science and technology projects. The expenditures in basic research in 2019 made up 37 percent of the total funds. The city promulgated a local regulation on science and technology innovation, the first of its kind in China that supports research and researchers.

The input in research in the city makes up 4.93 percent of its GDP.

Shenzhen is home to 17,000 enterprises; the scale of new economy makes up 60 percent of GDP.

Other cities like Beijing and Shanghai were praised for efforts to improve the business environment and application of e-certificates for new business entities.

The State Council sent a total of 14 teams in October this year for field research and supervision in 14 provinces, autonomous regions and municipalities.
