TWO institutes, one focusing on policy studies of making national and global rules and standards, and the other focusing on the data economy, were inaugurated on the last day of 2020 by The Chinese University of Hong Kong, Shenzhen (CUHK-Shenzhen) and the authority of Qianhai, with the main purpose of providing replicable experiences to the rest of the country.

The Advanced Institute of Global and Contemporary China Studies is designated to conduct studies on the changes happening in China and the world, explore possible new rules, standards and regulations that are acceptable to other countries, and provide intellectual support for high-level policymakers.

“The unexpected 2020 has generated great influence on our world. It has drastically changed the rules we once made and pushed China to enter an eve of the third round of opening up – the unilateral opening up,” said Zheng Yongnian, head of the institute, at the inauguration ceremony. “China is becoming more and more open. Opening up has become the characteristic of China, whose goal is to take part in making international rules.”

“Our domestic market now needs unified rules, which is crucial to the market economy and the rule of law. The international market also calls for new rules. Qianhai should grasp the opportunity and undertake the mission with our institute to make regulations for China and offer suggestions for the nation’s new round of opening up,” Zheng said.

The Shenzhen Institute of Data Economy will have Xiong Wei as its president and will work on data privacy protection, data ownership research, boundary of data commercialization, data innovation and digital transformation in enterprises, announced Xu Yangsheng, president of CUHK-SZ.

Shenzhen Party chief Wang Weizhong said in his congratulatory letter that Qianhai should take advantage of its partners and build a cluster of international high-end think tanks.

The Advanced Institute of Global and Contemporary China Studies will set its office in Qianhai.
