MA HUATENG, a deputy to the National People’s Congress, plans to submit a number of written motions during the annual session of the country’s top legislative body this year, covering rural revitalization, new employment, carbon neutrality, governance of the digital economy in the Guangdong-Hong Kong-Macao Greater Bay area, and ecological and environmental protection, according to a report of Shenzhen Special Zone Daily. In his rural revitalization motion, Ma, who is CEO and chairman of Tencent, recommends that a new type of professional training projects be implemented, targeting “new farmers” who have returned to their hometowns to start their own businesses and grassroots administrators in villages. In another motion focused on job creation, Ma suggests expanding the channels for flexible employment groups to participate in social security, and providing online courses and employment guidance for disadvantaged groups. In terms of digital economy, Ma thinks that Internet enterprises, especially platform enterprises in education, medical treatment and fintech, should develop pilot programs to explore a new governance and management mode guided by the government and participated by market elements. Regarding ecological environment, Ma proposes to promote carbon neutrality among technology companies.
