Dai: Policy compatibility key to SZ-HK tech link

POLICY compatibility is the key to the science and technology innovation cooperation between Shenzhen and Hong Kong amid the construction of the Greater Bay Area (GBA), a member of the National Committee of the CPPCC from Shenzhen said.

At an interview with www.china.com.cn Monday, Dai Beifang, former chairman of the CPPCC Shenzhen Municipal Committee, suggested that the governments of Hong Kong and Shenzhen work out problems that bottlenecked both cities’ deeper cooperation and put forward concrete measures by conscientiously summing up experiences in science and technology cooperation that has made solid progress in the past years.

The two governments can submit the issues and problems to get policy support from the Central Government to decide and approve. They can be solved or prioritized by being included into the list of comprehensive reform items that Shenzhen is authorized to carry out or through legislative modifications.

“GBA is one of the regions in China that is densely congregated with technologies, talents and capital. It is invigorated with the support of Central Government. Great progress has been made in Shenzhen and Hong Kong cooperation. There are still some problems, like regulation incompatibility and standard discrepancies,” said Dai, citing examples such as obstacles in two-way flows of research and innovation funds, cross-border transportation of experiment articles and exchanges of research personnel.

“The two cities lack a highly efficient and effective cooperation mechanism and sufficient communication, which cause information asymmetry, homogeneous competition and resources mismatch. These problems, to a certain extent, bottleneck the in-depth development of Shenzhen-Hong Kong cooperation,” said Dai.

Dai suggested Shenzhen and Hong Kong establish a coordinated mechanism in the construction of Shenzhen-Hong Science and Technology Innovation Zone.

Targeting the problem of discordance in construction and planning of the zone, the two sides should explore a mechanism of “One Zone, Two Parks,” or start pilot programs in the Shenzhen side, implementing the arrangements for opening a science and technology service market, customs facilitation, innovation of talent mechanism and accumulating experiences for the construction of the cooperation zone.
