THE 7th Shenzhen Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC) starts its annual session today, ushering in the city’s “two sessions.”

The “two sessions” are annual meetings of the local legislature and political advisory body. The First Session of the 7th Shenzhen Municipal People’s Congress (MPC), the city’s legislature, is slated to open Saturday.

More than 500 newly elected political advisers signed up for the annual session yesterday afternoon.

As 2021 is the first year of the 14th Five-Year Plan, covering the period 2021-2025, political advisers are expected to give full play to their roles for the city’s high-quality development and improvement of residents’ well-being.

“I care about the employment of overseas students who came back. Many returned students missed the job fairs and internship recruitment of enterprises because of the different school systems from mainland universities,” said Yang Peng, chairman of Shenzhen Overseas Chinese Returnees Association. Yang suggested that the government should organize job fairs that target overseas returnees and create a better environment for entrepreneurship.

Pan Zhengyan, head of Shenzhen Social Aid Center, plans to call for establishing a unified welfare system for children. “The present policies are fragmented and loosely implemented by different institutions. This causes redundancy, wastes resources and decreases the effectiveness of the policies,” said Pan.

Fei Xiaoyu, vice head of the Pingshan District Government, is most concerned with the traffic in eastern area of the city. In traffic planning, investment and management, Pingshan lags behind in terms of the development when compared to other districts like Futian, Nanshan and Luohu. “Nearly 70 percent of the traffic lights in Pingshan have been overdue for an upgrade and only 20 percent of intersections have electronic monitoring cameras,” said Fei.

The annual session of the political advisory body, scheduled to be closed Sunday, is preparing to elect new leadership.

The 6th Shenzhen Municipal Committee of the CPPCC, in the past six years, has organized more than 360 research and inspection trips for political advisers and held more than 20 consultative meetings around major issues like high-quality development and building a better business environment.

A total of 3,879 proposals were submitted, 3,337 were filed, and some research and proposals have already been incorporated into government policies.

The legislative session, which will conclude Wednesday, will present and deliberate the government work report, the draft outline of the 14th Five-Year Plan and the work reports of the Standing Committee of the Shenzhen Municipal People’s Congress, Shenzhen Intermediate People’s Court and Shenzhen Municipal People’s Procuratorate.

It will also elect members of the Standing Committee of the 7th Shenzhen MPC, mayor, vice mayors, director of the municipal supervisory commission, president of the intermediate court and chief procurator of the city’s procuratorate.
