City adjusts standards for illegal parking fines

SHENZHEN traffic police have adjusted the designation of road sections that are subject to higher illegal parking fines, sources from the traffic police department said Sunday.


According to the adjustment, busy roads where illegal parking faces higher fines are divided into full-day and half-day. The expressways, trunk roads and road sections prone to more accidents are treated as full-day busy roads. Half-day busy road areas are treated busy only during daytime. Standards for illegal parking fines have not changed but compared with the previous rules, the adjustment cancelled the designation of strict controls in the Shenzhen Bao’an International Airport area for illegal parking, which previously carried a fine of 1,000 yuan. The road sections in the area are now regarded as busy roads and the fine for illegal parking will be 500 yuan (US$77).


According to the adjustment, drivers who illegally park vehicles on overpasses, elevated bridges, one-way roads, toll roads and busy road sections, will be fined 500 yuan.


Those who park at roads in restricted areas, entrances and exits of housing compounds and workplaces, pedestrian crossings and bus stops will be fined 1,000 yuan. If the violation causes traffic congestion, the fine will be doubled to 2,000 yuan.


Drivers who illegally park vehicles and drive away within 10 minutes before the officers can issue a ticket will be exempted from a fine. Those who park on roads at night near housing compounds that are plagued by a shortage of parking spaces and don’t affect the traffic will not be fined.


Effective Aug. 1, e-bike drivers will be fined 200 yuan for not wearing helmets, according to the rule. The move is aimed at reducing injuries and deaths in accidents involving e-bikes.
