Flood-ravaged Henan braces for new round of downpour

A NEW spell of heavy rain is expected to lash the flood-ravaged province of Henan in Central China from yesterday to Thursday, according to forecasts.

So far, torrential rain has caused 69 deaths and affected millions of people in the province.

The cities of Xinyang, Zhumadian, Zhoukou, Shangqiu, Kaifeng, Puyang, Xinxiang, Hebi and Anyang are likely to witness heavy downpours, intensifying the local flood control situation, said the Henan provincial meteorological observatory.

From July 17 to Sunday, a total of 132 townships in Xinxiang have been ravaged by rainstorms, affecting more than 2 million people, according to the Xinxiang subsidiary of the provincial flood control and drought relief headquarters.

By Sunday afternoon, seven flood storage and detention basins in Henan have been put into operation to divert and hold 553 million cubic meters of floodwater.

The province has reopened most bus routes in Zhengzhou, the Ministry of Transport said Sunday.

As of Sunday morning, about 94 percent of Zhengzhou’s bus services has resumed, and bus services has fully resumed in urban areas of Anyang and Hebi cities, said the ministry.

Meanwhile, almost all the expressway service stations in the province have reopened, the ministry said, adding that the transport capacity of metros, taxis, and freight vehicles continues to recover.

China’s top economic planner yesterday called for instantly triggering the highest-level emergency response in the face of extreme weather, seeking stepped up protection for key infrastructure in urban areas.

Improvements should be made in emergency plans for dealing with the harshest weather conditions and a quick-response mechanism should be established, according to a circular made public yesterday by the National Development and Reform Commission.

It also urges suspension of classes, work and transport when necessary. (Xinhua)
