1,300 e-bike riders warned for not wearing helmet

SHENZHEN traffic police issued 1,300 warning tickets including 87 tickets to couriers and delivery people who did not wear a helmet Sunday, the first day of the implementation of the new e-bike management regulations.

In the citywide action, police sent 174 teams to check helmet violations of e-bike drivers.

At the intersection of Shennan Boulevard and Tongxin Road in Futian District, one Meituan delivery person was caught not wearing a helmet. The delivery person received a verbal warning and a ticket. According to Xu Jiansheng, a traffic police officer in Futian, the violator attended a traffic education lesson through videos at the police office yesterday.

By 1 p.m. Sunday, Xu and his team had issued 11 warning tickets including 10 to residents who failed to wear their helmets.

According to the regulations, the couriers and delivery people who do not wear helmets need to attend education classes and sign a letter of commitment at the police offices the second day after they are caught. Other offenders will receive a warning ticket.

During the grace period between Sunday and Aug. 7, police will persuade e-bike drivers and riders to wear helmets. After the grace period, those who fail to wear helmets while riding their e-bike will be fined 200 yuan (US$30.9), according to the regulations.

Individuals with residence cards can register for e-bike licenses at places like community service stations in September. They can also acquire an e-license through registrations via the police’s WeChat account.

“Though the rule has taken effect, police will not impose fines on unregistered e-bikes before the official registrations are implemented. We will leave sufficient time for e-bike owners to register,” Xia Xukun, deputy director of the commanding department of Shenzhen traffic police bureau, said.

The e-bikes for registration must meet the national quality standards for e-bikes and passed China Compulsory Certification.

“Those e-bikes that have completed registrations under the pilot programs in Bao’an, Longhua, Longgang, Guangming, Pingshan and Dapeng, around 2.35 million in total, do not need to register again. The validity of the licenses will be automatically extended to Aug. 1, 2022,” according to Xia.
