SHENZHEN’S ecological environment zoning control plan was reviewed and approved by the city government recently, as reported by Shenzhen Special Zone Daily.

The plan requires the city to designate and safeguard three “lines,” namely ecological red line, environment quality bottom line and resources utilization top line.

The city has set its goals for the environment quality bottom line, including lowering the annual PM2.5 concentration to below 18 micrograms per cubic meter by 2025. The water quality of major rivers is aimed to reach at least Category IV and above in the five-level national standards and the days of good air quality will take up 95 percent of the days in a year by 2025.

By 2025, the city’s ecological environment quality is expected to reach international advanced level and a recyclable and sustainable development pattern of low consumption and low emissions will be formed.

The land size under the protection of the city’s ecological red line will be 588.73 square kilometers, accounting for 23.89 percent of the total land size. The marine size under the red line protection will be 557.8 square kilometers, accounting for 17.53 percent of sea area, according to the plan.

In resources utilization, the yearly water use will be controlled within 2.4 billion cubic meters a year by 2025. The water consumption for every 10,000 yuan (US$1,547) worth of GDP produced will be kept below 6 cubic meters.

The city’s land and marine spaces are divided into 257 units which are further categorized into prioritized units for protection, key units for control and ordinary controlled units.

Based on these metrics, the governments at municipal, district and subdistrict levels will work out an ecological environment access list by considering overall layout, resources utilization, pollutant emission control and environment risk control.

The ecological environment zoning control system, which takes the three “lines” and an access list as the cores, will help the city realize high-quality development and improve the ecological environment.
