69 couriers, deliverymen fined for not wearing helmets

A FOOD delivery worker surnamed Wang was fined 200 yuan (US$30.87) at the intersection of Shennan Boulevard and Yannan Road in Futian District yesterday for not wearing a helmet while driving.

It was the first ticket issued by police on the first day of implementing the new regulation on e-bike management after the one-week grace period.

During the grace period, police issued 1,300 warnings including 87 tickets on couriers engaging in delivery and postal services.

In the citywide action yesterday, a total of 69 tickets were issued on couriers and delivery people by 4 p.m.

According to relevant rules, couriers and delivery people face a fine of 200 yuan for not wearing helmets.

Residents will be fined 200 yuan for the second-time violation after a warning for the offense. In the action yesterday, police also issued 1,272 warnings.

Police have started the city-wide promotion of the new regulation and called on e-bike drivers and riders to wear masks while driving and riding.

E-bike drivers are required to be above 16 years old and obey the traffic rules. They will be warned or fined 50 yuan if their bikes have not been registered and will be fined 500 yuan if the license plates are covered or intentionally damaged. Drivers who have violated traffic rules for more than five times in a year will have their offenses recorded into the personal credit system, according to the regulation.

In July this year, police checked a total of 58,342 violations for pedestrians and nonmotor vehicle drivers including 5,367 violations by food delivery people and 574 by couriers. In July, 21 delivery people were listed as traffic rule violators with four or more offenses and were suspended of working in the industry.

“We have a big data platform that records the violations of couriers and delivery people and residents,” said Xu Jiansheng, a traffic police officer in Futian.

Police registered a total of 2.35 million e-bikes in Bao’an, Longgang, Longhua, Pingshan, Guangming and Dapeng in the past months. Some 73 percent of the e-bikes have failed the national standards and police have issued transitional licenses which will expire by Aug. 1, 2022.
