New measures to promote fairer special education

SHENZHEN has formulated 25 measures to promote the special education system in a bid to let each child enjoy fair and quality education, according to an action plan made public by the city government recently.

The action plan includes an idea of integrated education covering preschool education, nine-year compulsory education, high school education and higher education, and specifies missions and goals at different stages.

The city aims to achieve over 95 percent enrollment rate of special needs children in the nine-year compulsory education by letting them study in different types of schools such as normal schools, special education schools and charity education institutions, according to the plan.

The city will also expedite building special education schools for the nine-year compulsory education. In principle, each district should have at least one independent comprehensive special education school available for the nine-year compulsory education, as per the action plan.

Meanwhile, Shenzhen will speed up the construction of special education resource centers and resource classrooms. Normal schools of the nine-year compulsory education that accept over five students with special needs should set up a special education resource classroom.

It is also noted in the plan that efforts should be made to boost preschool education and high school vocational education for students with disabilities. The city aims to raise the enrollment rate to over 85 percent for the city’s identified children with special needs in kindergartens.
