SZ airport to adjust parking fee standards

SHENZHEN Bao’an International Airport will implement different parking fee collection standards among the four ground-level parking plots, according to a draft plan released by the Shenzhen Municipal Development and Reform Commission on Wednesday that is soliciting public opinions.

Parking lots P1, P2 and P3 will be regarded as near-end parking lots as they are close to the Ground Transportation Center, while P4, which is 2.5 kilometers from Terminal 3, will be regarded as a far-end parking lot.

The fee standard for P4, with 1,186 slots for public vehicles and 561 places for app-based cabs, will remain unchanged. Near-end parking lots, with a total of 4,446 spots, will have their fee standards appropriately increased for cars parked there for more than two hours.

According to the draft, in Plan A, the first hour parking rate will remain unchanged at 10 yuan (US$1.54). The succeeding 30-minute parking charges will increase to 1 yuan between one and two hours, 2 yuan for two and seven hours, 3 yuan for seven and 24 hours and 5 yuan for more than 24 hours.

In Plan B, charges for the first two hours will be the same as Plan A. However, the succeeding 30-minute parking charges will be higher than Plan A with 3 yuan for two to seven hours, 4 yuan for seven to 24 hours and 6 yuan for more than 24 hours.

In addition, cars can enjoy a free 15-minute parking within the first two hours instead of a free 15-minute parking without limits. This move is to prevent cars from entering and leaving every 15 minutes without paying any fees.

The existing fee standards in the Shenzhen airport, effective since April 2014, show free parking for the first 15 minutes and a 10-yuan charge for the first hour, with 2 yuan per hour beyond that. Vehicles parked over 24 hours are charged 3 yuan per additional hour after 24 hours.

Compared with Beijing, Shanghai and Guangzhou, the Shenzhen airport’s parking space is insufficient and its parking fee standards are low.

The Beijing, Shanghai and Guangzhou airports charge 20 yuan for first two hours. Beijing Capital International Airport charges additional 2.5 yuan for 15 minutes after the first two-hour parking, while the Shanghai and Guangzhou airports charge 5 yuan for every additional hour. In terms of daily fees, Beijing Capital International Airport charges 80 to 240 yuan, while the Shanghai airports charge 60 to 130 yuan, the Guangzhou airport charges 60 yuan and the Shenzhen airport charges 56 yuan on the first day and 72 yuan the following day.

The commission estimated that based on 2019 statistics, the new plan will not increase the fees for 88 percent of vehicles parked at the near-end spots because average parking time in the area is usually below two hours.
