Annual audit report exposes 1,008 budget, fiscal issues

THE city’s annual audit report exposed 1,008 issues and offered 226 pieces of advice, with some 633 million yuan (US$97.8 million) had been either returned or reclaimed, Shenzhen Special Zone Daily reported.

Shenzhen recently published an audit report on the enforcement of the city government’s 2020 budget and other fiscal revenue and expenditure.

Most units have effectively implemented measures issued by the Central, provincial and municipal governments, said the report.

However, one department was found to have overpaid 2.38 million yuan in employment stabilization subsidy to large companies and wrongly paid 45,600 yuan of unemployment insurance to disqualified companies. The audit report suggested departments should share data and enhance their qualification reviews.

Other issues were also discovered in government departments’ fiscal management. Two districts have underused the housing expropriation compensation funds. Twenty-one departments have arranged 40 identical budget programs for three straight years, resulting in a lower than 80 percent annual implementation rate.

In terms of management of research projects, a few departments didn’t establish project expenditure supervisory teams and another five showed problems in approving research projects.

Although related departments achieved great results in programs aimed at improving people’s living standards, nine urban renewal projects’ contractors illegally occupied lands and one urban renewal project didn’t sign a required supervision agreement, according to the report.
