SZ reviews amendments to CCTV cameras, salary rules

THE city’s legislature is considering to impose fines up to 50,000 yuan (US$7,737) for individuals and 200,000 yuan for institutions and enterprises for illegally installing closed-circuit television (CCTV) cameras and facial recognition systems.

A draft amendment to Shenzhen’s regulations on public security video and image information has been handed to the Standing Committee of the Shenzhen Municipal People’s Congress for review. The draft bans CCTV camera installation in venues such as public bathrooms, toilets, clinics and hotel guest rooms. The draft added that the installation of facial recognition systems should also be subject to laws. Individual violators will be fined 10,000 to 50,000 yuan, while institutional violators will be fined 50,000 to 200,000 yuan. And those who are responsible for the violations in corporations will be fined 10,000 to 50,000 yuan.

The amendment aims to protect citizens’ privacy and they can report to authorities if they feel their privacy is being violated. The amendment will set up a reporting and acceptance mechanism over privacy complaints.

In addition, lawmakers also reviewed amendments to salary payment rules for the second time. The amendments will retain the clause which states that employers need to pay their employees working with a flexible schedule thrice their salaries for their work during public holidays. The clause had been deleted at the first reading.

Employers can pay salary by the day if the working period is not a full month for the first month or pay the salary the following month with the employee’s consent. If an employer wants to deduct fees from the salary to compensate for losses an employee incurred, they should inform the employee in writing and the amount after deduction should not be lower than the city’s minimum wage.
