Qianhai offers subsidies to GD, HK, Macao research institutions

QIANHAI Authority is offering research and development (R&D) institutions from Guangdong, Hong Kong and Macao the opportunity to receive subsidies up to 50 million yuan (US$7.74 million) for setting up offices in the Qianhai Shenzhen-Hong Kong Modern Industry Cooperation Zone, according to a recently released official document which is seeking public opinions.

Interested R&D institutes must meet seven conditions simultaneously to qualify for the subsidy.

First, the applicant’s place of registration, tax payment, and statistical relations must be all in Qianhai, and must have an independent legal registration, sound financial systems and implement independent accounting.

Second, the applicant’s key research areas are artificial intelligence, health care, financial technology, smart city construction, the Internet of Things, new energy and materials, and other industries advantageous to Hong Kong and Macao.

Third, the applicant’s project leader or core team members must be Nobel Prize winners, National Science and Technology Award winners, academicians of the Chinese Academy of Sciences or Chinese Academy of Engineering, academicians of major developed countries, high-level talents recognized by the country, Guangdong Province, or Shenzhen, or well-known professors in one of the Top 100 Universities as rated by Quacquarelli Symonds.

Fourth, the office terms of the main project leaders and core team members shall not be less than three years.

Fifth, team members should have advanced technology research experience in universities and research institutions in Hong Kong or Macao.

Sixth, the institution must have a confirmed office and scientific research site in Qianhai that can meet the needs of scientific research activities.

Seventh, applicants must have no pending record of major violations of laws and regulations at the time of application.

Qualified institutions will receive their subsidies on a yearly basis, with a funding period of no more than five years. A renovation subsidy of up to 3 million yuan will be given to institutions according to their renovation investments. In principle, an institution will also receive no more than 30 million yuan in subsidies in a single year.
