A NEW batch of 38 reforms and innovative measures initiated and practiced in Qianhai will be duplicated for use citywide to improve the business environment, according to a recent document issued by the city government.

According to the Notice on Replicating and Promoting the Sixth Batch of Reform and Innovative Measures of China (Guangdong) Pilot Free Trade Zone Qianhai & Shekou Area of Shenzhen released Aug. 27, measures in seven categories will be promoted among government agencies and institutions across the city.

Among them, eight are investment facilitation relevant, including building a smart platform for the development of science and technology innovation parks, the application of an all-in-one digital business license, a procedure that allows taxpayers to finish their tax payment processes at any of the zone’s outlets, an online service for newly registered taxpayers, a cloud platform for blockchain tax management service, facilitating business registrations for Hong Kong professional institutions and individuals, and an express service featuring a chief liaison person as a go-between between Hong Kong people and enterprises and Qianhai government agencies.

Four measures are related to trade facilitation, including an online service for customs clearance, a supply chain management innovation supported by IoT, big data, AI and blockchain integration, and the bonded zone’s management informatization.

Measures in financial innovation include providing online relending services for small and medium-sized enterprises, building an AI and satellite data macroeconomic monitoring platform, an online cross-border trade financing platform for small and medium-sized enterprises and a precise poverty alleviation project assisted by banks, and insurance and futures companies.

In terms of legal environment improvement, the measures highlight setting up a public service platform for blockchain copyright, intellectual property rights procuratorial institutions, online cross-border mediation mechanisms, overseas copyright infringement dispute legal aid mechanisms, as well as Hong Kong and Macao law regional research platform.

Qianhai has also offered a program providing opportunities to Hong Kong, Macao and Taiwan university graduates to intern at local enterprises, and established an education research platform for Hong Kong, Macao and Taiwan youths.

Qianhai, known as “the special zone within the special zone,” has accelerated its development through a series of reforms. This development, the “Qianhai model,” has become the city’s other brand after the “Shenzhen model” became famous following the launch of reform and opening up.

According to Qianhai Authority, as of August, a total of 645 institutional innovations had been carried out in the area. Among them, 65 have been replicated across the country, 82 across Guangdong Province and 203 across the city.
