Draft on free parking for electric cars published

A CIRCULAR concerning parking fee exemptions for the city’s new energy vehicles is seeking public opinions, sources from the Shenzhen Municipal Development and Reform Commission said Wednesday.

The latest circular stipulates that electric vehicles can have one more hour of free parking besides the existing free parking for the first two hours each day while being recharged at public parking facilities in airports, ports, stations, checkpoints, tourist attractions, and government-invested mechanical parking lots.

In addition, new energy vehicles parked at roadside parking spaces can enjoy free parking for the first two hours during the time periods when parking fee is required. When the parking time is less than one hour during the first hour, vehicle owners can be exempted from costs for the second one-hour parking the same day.

During the 14th Five-Year Plan period (2021-2025), it is estimated that around 60 percent of newly registered cars in Shenzhen will be electric vehicles. The number of new energy vehicles in the city is expected to increase from the current 443,000 to 1 million in 2025.

According to the current preferential parking fee policy announced at the end of 2017, new energy vehicles enjoy free parking for the first two hours each day while being recharged in parking lots in public venues.

In June 2020, the government introduced new rules that electric vehicles could enjoy free street parking for the first two hours each day. If the first parking period is less than an hour, vehicle owners get another free parking hour the second time they park at the same day.

However, these electric vehicle supporting policies published in 2017 and 2020 are required to be adjusted or republished now because the policies have expired. And according to previous provisions, new energy vehicles can only enjoy free parking while being recharged.  (Xia Yuanjie)
