Govt. agencies commended for piloting reforms

A TOTAL of 19 government agencies or units were commended for their contributions to the city in piloting comprehensive reforms.


The units include Qianhai Authority, Shenzhen Municipal Talents Bureau, the Commission for Legislative Affairs of Shenzhen Municipal People’s Congress Standing Committee, the Exit and Entry Administration of Shenzhen Municipal Public Security Bureau, the Professional Personnel Administration Department of Shenzhen Municipal Human Resources and Social Security Bureau, among others, a release from the All-rounded Deepening Reform Commission of Shenzhen Municipal Committee of the CPC showed yesterday.


They were selected through applications, expert reviews, city leaders’ assessments and commission reviews.


The Outstanding Contribution Award for Shenzhen Comprehensive Reform Pilot Programs is a city-level award, which was approved by Guangdong provincial authorities, dedicated to pushing forward the comprehensive pilot program of Central authorities in Shenzhen.


In October 2020, the Central Government released the Implementation Plan for the Comprehensive Reform of the Pilot Demonstration Area for Building Socialism with Chinese Characteristics in Shenzhen (2020-2025), giving the city greater autonomy to implement major reforms.


In a following list of 40 comprehensive pilot reforms Shenzhen is authorized to carry out, the Central Government grants the city greater autonomy in six important areas, such as market-oriented allocation of production factors, business environment, science and technology innovation, opening up, public services, as well as environmental and urban space governance.


Over the past year, Shenzhen has made solid progress and periodical achievements in facilitating pilot reforms of 40 comprehensive authorized measures. The agencies made breakthroughs in some major fields and key chains like implementation of institutional innovation reforms and decentralization of social and economic administrative powers.


To attract international professionals and create a better policy environment, the city’s human resources and social security bureau released a plan in February 2021 to facilitate professional certificate recognition in 11 sectors including finance, taxation, architecture, medical health, accounting, maritime, work safety and education.


By the end of November 2021, a total of 64 tax professionals, 290 architectural and planning designers from Hong Kong and Macao had completed their professional certification accreditation. In legal service, lawyers from Hong Kong and Macao can work in the GBA after they passed the tests held in July 2021. In the education field, two Hong Kong educators had started teaching after passing their tests in Futian and Pingshan.
