QINGDAO will promote the market-oriented reform and restructuring of the city’s State-owned enterprises (SOEs) this year, helping increase their competitiveness through measures such as introducing strategic investors, foreign direct investment and multinational operations. The city will encourage some well-known Global 500 enterprisers, China’s Top 500 companies and industrial leaders to cooperate with local SOEs. The key projects include a cooperation project between Qingdao Harbor and Sinopec, the shareholding reform of the Textile Group and the restructuring of the Airport Group. The city will also help SOEs invest in more foreign countries or participate in transnational operations. The city will also speed up the reform of small and medium-sized enterprises and assets operation companies, helping them become market-oriented businesses and deal with financial difficulties.
