QINGDAO plans to welcome about 200,000 high-caliber talents from 2011 to 2015, about two times the number introduced over the past five years, said the city’s human resources authority. The city’s well-educated labor force has reached 1.55 million now, which has served as a pivotal force for the city to develop its ocean economy. With the help of “443 Talents Program,” the city will welcome about 400 elites with PhDs, 4,000 with master’s degrees and 30,000 college graduates or other urgently needed talents. The city will also emphasize fostering public administrators, business managers, professionals, advanced technicians, agricultural technicians, and social workers. The city has set up human resources offices overseas to introduce world-famous professionals from abroad as planned in another “300 Talents Program.” A number of bases for talents such as a business start-up base, a postdoctoral station and a mobile laboratory will be built between 2011 and 2015 to attract more talents to work in the city.
