LOCATED in today’s Shinan District in Qingdao, Fushan Fortress was built in the middle of the 14th century by the Ming Dynasty (1368-1644) Government. It was an important military fortress used to defend against Japanese pirates. The residents of that time made their living from farming and fishing. The area later became farmland supplying vegetables to residents in the city in the 1950s. It is now an economic and political center of Qingdao. The office buildings of the city government and municipal committee of the CPC were built in the new town in 1992. A large-scale rebuilding of the area started in July 1999.
