QINGDAO has become the first city in Shandong Province to have all its senior citizens covered by endowment insurance.

    The city proposed in 2009 to include all seniors in both urban and rural areas in its social security system.

    Around 880,000 senior citizens had been given endowment by June 19.

    More than 2.4 million people have been covered by the endowment insurance.
