    THE city’s social insurance will also cover migrants who have resided in Qingdao for a period of time before 2015, according to the planning of the city’s social security system from 2011 to 2015.

    By 2015, the system will cover farmers-turned-workers, jobless and regular residents without hukou (permanent residency).

    According to the plan, the city will also cut restrictions on urban hukou application. Hukou registration can be transferred freely among various districts of the city. And people who have a place to live and a stable job for a year can apply for hukou. (Chen Ting, Jia Feng)
