QINGDAO has issued regulations to promote scientific and technological innovation, the first of its kind. The regulations are due to take effect Oct. 1. The city government will subsidize enterprises which develop technological projects with proprietary intellectual rights, according to the regulations. In addition, research and development professionals can also be rewarded after their employers sell the research fruits. The regulations also stipulate that the growth rate in the input on scientific research and development from the city and district fiscal revenues should be higher than the growth rate of the fiscal revenues.
