QINGDAO will promote the development of its headquarters economy in the next five years. Its added value will account for more than 30 percent of the city’s total GDP in 2015. The headquarters economy will mainly focus on advanced manufacturing, modern services and high technology industries, according to a five-year plan released recently. The city will build a key area for developing its blue economy. Facilities and functions in the downtown area will be improved, gathering a batch of headquarters in high-end industries.
