QINGDAO kept its title of national civil city at the third National Civilization Conference on Dec. 20.

Three townships in Qingdao were granted the title of national civil townships and 11 organizations the title of national civil organizations at the conference.

The evaluation of the city’s civil index was based on public environment, public order, interpersonal relationships and public welfare activities.

Qingdao’s civil index ranked first among national cities in 2009 and 2010.

A total of 50 cities, 899 townships and 1,794 organizations were awarded at the conference.
