QINGDAO aims to have all its residents covered by social insurance in the next five years, according to the planning of the city’s employment and social security development. The city will continue to create more jobs and keep the unemployment rate at below 4 percent. More than 2 million employees are expected to be covered by the social insurance while village residents aged above 60 and unemployed urban residents will be given access to the government’s basic pension. The city will gradually raise the basic pension for retired employees, increasing the payment ratio of medical insurance. More than 70 percent of inpatient fees will be covered by the medical insurance. In addition, the city’s relief system is expected to be improved, which will cover medical treatment, education and housing. During the next five years, the city will improve its social welfare service, paying more attention to senior citizens, disabled people, orphans and poor people.
