GUANGDONG OFFERS SKY-HIGH SUBSIDIES TO LURE TALENTS

    GUANGDONG is granting premium subsidies, as high as 80 million yuan (US$12.7 million), to attract top-notch innovative and scientific talents.

    The 2016 Guangdong Pearl River Talents Plan is accepting online applications until Aug. 31, according to a government notice issued July 22.

    The subsidies are provided for two categories, leading individual talent who made outstanding scientific achievements and innovative entrepreneurial teams, according to the plan.

    The notice specified that each entrepreneurial team should be made up of one leader and at least four core members. Half of the team members should hold doctoral degrees or senior professional and technical titles. The team leader and at least two core team members must be working full time in Guangdong.

    For overseas young talent teams, all members must be under the age of 40 and have doctoral degrees from overseas. Team members should at least have had a steady cooperation of over three years with universities, enterprises, research institutions or major projects.

    The first-level entrepreneurial teams in “Technology R&D and Industrialization” will be offered a subsidy of 80 million yuan, while the second-level teams will receive 30 to 50 million yuan and the third-level teams will get 10 to 20 million yuan. Entrepreneurial teams in “Applied Basic Research” will be offered a subsidy of 20 million yuan.

    The plan also offers a subsidy of 6 million yuan to each leading talent, including a 5-million-yuan special work fund and a 1-million-yuan after-tax housing subsidy.

    Leading talents in “Technology and R&D Industrialization” need to meet one of the following requirements: have worked on major technological innovation projects at home and abroad and own internationally advanced independent intellectual property rights; have mastered core technology in the industry or have the ability to solve problems in the production process; have developed innovative products with good market prospects; have led in the drafting of international and national industrial standards and have successfully implemented such standards.

    Leading talents in “Applied Basic Research” should meet one of the following requirements: have presided over major scientific research projects in developed countries or China’s 863 Program or 973 Program; have published articles or works with international influence in core domestic and foreign journals over the past five years; have obtained domestic or international key science and technology awards or patents; have core experience, skills or technologies for scientific-engineering and construction.

    Applications must be submitted at http://rc.gdstc.gov.cn before Aug. 31, and applicants are advised to pay close attention to notices published at www.gdzz.cn.

    Those who have been accepted by the Recruitment Program for Top-notch Talents and Teams of China 1,000 Talents Plan, and Nobel laureates who have worked full time in Guangdong shall be reviewed regarding each specific item and be granted subsidies without reviewing. (Details on P4)
