A FORMER top official of Shenzhen’s health-care system was arrested for corruption three years ago, and the details of his graft were recently disclosed on Guangdong Province’s anti-corruption portal as a case study, the Guangzhou Daily reported.
To obtain a superior title in the municipal government, Jiang Hanping, the former director of the city’s health and family planning commission, colluded with the then deputy mayor, Liang Daoxing, bribing him with over 1.28 million yuan (US$162,648) between 1999 and 2012.
Jiang had not used bribes to gain his initial status as a senior official, but he gradually fell for the temptation to be a more influential official.
Back in 1997 Jiang was the director of Nanshan People’s Hospital. When he returned to Shenzhen from a visit to Japan, the director suddenly found that his post had been altered to director of the birth control office in the Nanshan District Government.
Though the level of his position had not changed, Jiang thought he had been sidelined. Feeling unfairly treated, Jiang went to the office of Yu Dehai, the then Party chief of Nanshan District, to ask for an explanation. However, Yu did not even utter a word while Jiang was venting about his misfortune.
After that, Jiang blamed the job change on himself, thinking he had not managed “guanxi” (relationships) well enough with the superior officials.
When the new Party chief, Liang, took Yu’s place, Jiang had learned his lesson and gave a 30,000 yuan gift to Liang.
“After sending out the money, I felt much closer to the leader and he also treated me as his henchman,” said Jiang after being detained.
In June 1998, Liang supported Jiang in becoming the duty director of the municipal birth control office when evaluating him in front of officials from the Organization Department, which was in charge of personnel transfers.
During Spring Festivals between 1999 and 2012, Jiang sent a total of 280,000 yuan to Liang. In order to become the director of the city’s public health bureau in 2002, Jiang again bribed Liang, who had been appointed as the deputy mayor in charge of education and public health, with 1 million yuan.
Jiang also abused his authority by receiving bribes from others. An investigation found that he had taken a total of 2 million yuan, HK$800,000 (US$103,151) and US$30,000 in bribes during his tenure.
In 2014, Jiang was sentenced to 11 years in jail and had 1.5 million yuan confiscated. (Zhang Qian)
