FUTIAN District, the administrative, cultural, and financial center of Shenzhen, also takes a lead in Shenzhen in terms of civility.
It is the result of years of efforts to encourage civilized behavior among citizens, according to the Futian Civilization Office, a government agency that is responsible for promoting civilized behavior.
To promote civil behavior, “Good Citizens of Futian” are selected once every quarter, and more than 90 individuals and teams have been granted the title.
Some of the “Good Citizens of Futian,” including Shen Jing-ying, Huang Xiang, Chen Ruhao and his wife, have entered the list of Good Chinese Citizens in an appraisal hosted by the national civility office.
“Good Citizens of Futian” has become a brand for Futian with increasing influence, according to the Futian Civilization Office.
And Futian is doing more to encourage civil conduct.
Starting in 2014, Futian began to hold monthly forums to discuss what is civil behavior in daily life. Aspects like etiquette, neighbor relations, health and public transportation are covered in the forums.
Futian encourages civil travel among its citizens. In 2014, the district government began holding a series of activities to promote civil travel conduct. Brochures promoting civil travel conduct were printed and handed to citizens, and a writing contest was held on the topic of what is civil conduct abroad.
On May 5, 2015, a volunteer team was established to promote civil behavior. The team, now with 120 members, is composed of soldiers, teachers, doctors, police officers, cab drivers and social workers.
Starting in 2013, Futian began to place public-interest advertisements for “Good Citizens of Futian.” Information about “Good Citizens of Futian” was posted on more than 67 buses, more than 1,000 bus pavilions and more than 2,000 elevators. Public-interest advertisements were widely broadcast on Metro trains, TV and on mobile phones.
Twelve videos promoting good public behavior were screened on Metro trains, on buses and in elevators of high-rises. Posters with images of the “Good Citizens of Futian” were put up in public places to increase their influence.
Project Care, a year-round activity, is carried out to help the underprivileged. In a move targeting juvenile delinquency, 16 young offenders returned to school and 13 found jobs, the Futian Civilization Office said.
