UNRESTRICTED power or any unsupervised Party members are not allowed to exist within the Communist Party of China (CPC), said a communique released after a key CPC meeting Thursday. Supervision is the fundamental guarantee for exercising power properly, as well as a crucial measure for strengthening and regulating political life within the Party, according to the communique of the sixth plenary session of the 18th CPC Central Committee, which ran from Monday to Thursday. Party organizations and officials must not hide violations of Party discipline and laws, or problems reported by Party members, and must deal with such issues in a timely manner, it said. It added that leading officials involved in issues reported should not participate in, intervene or meddle with investigations. The Party promised to resolutely address election malpractice, putting an end to the buying and selling of official posts or voterigging, and an official post, honor or special treatment is not allowed under any circumstances, the communique said. The communique also underscored that the practice of bargaining with Party organizations to secure a promotion or disobeying any decisions made by Party organizations is also forbidden. The selection and appointment of officials should not be contaminated by outside interference or misconduct, according the document. The meeting has insisted that Party discipline should be thoroughly enforced with no exceptions made for any organizations or members. Every individual or organization is equal before Party discipline and none enjoys any prerogatives. The CPC opposes any act of duplicity or double-dealing, and it will not tolerate deception, exaggeration, hiding the truth, or reporting only good news while holding back the bad, a statement said. The meeting also stressed that publicity regarding leaders should be based purely on facts and that boasting should be banned. Leading bodies or officials are prohibited from condoning, abetting, implying or forcing lies from their subordinates under any pretext, the statement said, adding that flattery should be weeded out of the CPC. The CPC leaders approved two documents on the discipline of the Party at the meeting, including the norms of political life within the Party under the new situation and a regulation on intra-Party supervision. They stressed the importance of adherence to the collective leadership system of the CPC. The meeting also endorsed prior decisions to expel four former senior officials from the Party. Former Party chief of Liaoning Province and senior national legislator Wang Min and former Beijing deputy Party chief Lyu Xiwen were on the expulsion list. It also confirmed the expulsion of former senior military officials Fan Changmi and Niu Zhizhong. The 19th CPC National Congress will be held in Beijing during the second half of 2017. |
