Woman jailed for illegal subcontracting

    A WOMAN was recently sentenced to three years’ imprisonment and given a fine of 100,000 yuan (US$14,380) for bribery and illegally subcontracting a construction project for profit, the Southern Metropolis Daily reported.

    The defendant, Sun Shui, is a 43-year-old woman from Liao-ning Province. It was alleged that her husband, who worked at the Shenzhen Municipal Public Security Bureau, had a close connection with a retired leader in the bureau through whom Sun won the bidding to a construction project at Shenzhen Police School.

    The prosecutors from Nanshan District People’s Procuratorate accused Sun of offering bribes to two ex-officials of the police school. The ex-principal of the school, Cui Zhanjun, was offered 1 million yuan and an ex-section chief, Yang Weiguo, was offered 160,000 yuan.

    By taking advantage of the connections, Sun won the bidding of the infrastructure project of the police school by attaching herself to China Construction Fourth Engineering Bureau Third Corp. Ltd. in 2006 and 2007.

    She then transferred the project to another contractor, Xian Fangcheng. By subcontracting this work worth hundreds of millions of yuan, Sun illegally earned profits totaling 20 million yuan without hiring any workers or purchasing any machines.

    The Nanshan District People’s Court pointed out in the verdict that Sun had gained the actual benefit of 4 million yuan, but didn’t clearly detail the remaining 16 million yuan.

    Sun was also required to return 4 million yuan in illegal gains. A second trial is continuing. (Zhang Qian, Liu Shiyang)
