ACCIDENT insurance might be jointly established by both the municipal and district governments for families with only one child, and a comprehensive insurance system will be drafted for families bereft of their only child.
The city government is now soliciting opinions from the public regarding the modifications of population and birth control management policies, as the current measures do not match the newly adopted two-child policy. A draft was recently released on the portal of the city’s legislative affairs office.
According to the draft, subsidies for families with one child aged below 14 will continue to be available for a subsidy and special families who have lost their only child, or whose only child suffers from disabilities, can enjoy an array of favorable policies including employment assistance, affordable housing and domestic medical care, among others.
The draft also outlines a few other changes, one of the highlights being a change in fines for those who violate the new birth policy.
The old policy only allowed a couple to have one child, and a husband and wife who violated the policy and have a second child were each fined three times the per capita disposable income in the city in the previous year. The fines had been multiplied based on how many children a couple had above the legal limit.
Under the draft, a husband and wife violating the two-child policy will each face a fine three times the per capita disposable income in the city in the previous year for every child they have above the legal limit, which means that the fines for multiple violations will be less than the previous standard.
Also, the draft deletes the review and approval procedure for couples who want to give birth to a second child and replaces it with a registration requirement. Couples, including the migrant population, can register to have their second child at the subdistrict office where they live.
Public security, human resources and social welfare departments will take roles to supervise the birth information of those who move to Shenzhen and have or expect to have more than two children, according to the draft.
