Minor accidents to be remotely handled
    2017-April-3  08:53    Shenzhen Daily

MINOR accidents that don’t involve injuries or fatalities and happen between 7:30 a.m. and 7:30 p.m. in Futian, Luohu, Nanshan and Yantian will be handled by police remotely through its Internet-based system.

The system, which was put into use Friday, is connected with Ping An Insurance and will enable accident victims to be compensated within 10 minutes.

After an accident, phone users can search police WeChat ID: szjjwx to find the Remote System feature in the Car Owner section of Urban Service at Alipay to upload photos of the accident, driver, car and insurance information. They will receive two messages — one that orders them to remove their cars from the accident scene and another that determines their liability.

Ping An Insurance can confirm the cost of damages based on the photos and pay compensation through its online system.

The whole process, from an accident that takes place to getting compensation, could be completed within 10 minutes. Police have placed strict rules regarding compensation into place. The two sides involved in an accident can call 8446-9122 if the other side fails to provide compensation or intentionally defers payment. The center will call the defendant within 24 hours to order the defendant to make compensation within three work days, or police will put the defendant’s information into its system, which empowers police officers on the road to impound his/her car and impose 5,000-20,000 yuan (US$726-2,906) in fines. The defendant’s information will be included in the personal credit system.

During the first three-month trial period, police will send officers to the scene to guide the two sides in how to use the remote system. After three months, drivers who fail to use the system to handle accidents, causing congestion, will be punished. Police are considering using facial recognition and video taking technologies in the system and want to introduce an upgraded version before the end of May.
