Draft of first aid regulations to be reviewed

THE long-anticipated regulations on medical first aid in Shenzhen will be submitted for review at the 20th session of the Standing Committee of the Sixth Shenzhen Municipal People’s Congress, which is scheduled for Oct. 16 and 17, the Shenzhen Economic Daily reported.

It has been reported that Shenzhen is planning to adopt regulations on pre-hospital emergency medical treatment to encourage citizens to give a helping hand and offer emergency assistance to those in need.

After a round of research, legislative hearings and revisions, the draft of the regulations has been formed, covering mode selection of pre-hospital emergency care, layout of first aid points and in-hospital first aid standards.

The regulations have also specified the responsibilities and obligations of emergency medical institutions, personnel and the public, so as to improve the management mechanism and first aid network and optimize the operation mode all while meeting the public’s demand for emergency medical care.

In addition to the regulations on medical first aid, the forthcoming meeting will also review the draft regulations on fire protection, the second draft of regulations on the Shenzhen national independent innovation demonstration zone and the administration of Shatoujiao Border Special Administrative Area.

It will also hear and deliberate reports on the city’s second budget adjustment plan in 2017, intellectual property rights development, the introduction of high-end talents, public cultural services, government investment projects and completion settlements, and give a satisfaction assessment on the projects.
