FROM low-cost industrial space supply to the innovation of resource supply mechanisms, Futian District has ramped up efforts in reforms to inject vitality for further development. The district’s 2018 reform program can be classified into five categories, including 25 projects and a number of alternatives covering fields such as supply-side structural reform, business environment, public livelihood services, grass-roots governance, social organizations and other fields. There are symbolic and pivotal projects such as low-cost space supply reform and the introduction of innovative projects as well as social-support projects such as the reform of preschool education quality and the standardization of the healthcare service system. The reforms aim to integrate the new strategies and positioning to the district, thereby activating a new wave of energy in Futian, which is the center of administration, finance, culture, commerce and international exchange in Shenzhen. In particular, the supply-side structural reform of the district will be more than simply cutting excessive capacity and deleveraging; it will mainly focus on cost reduction, the introduction of talent and promoting innovation. To solve the problem of space increment, Futian will also build a Shenzhen-Shantou cooperation zone to aid the transfer of Shenzhen and Hong Kong enterprises into the zone. As for talent introduction, the district will continue to roll out policies that support and galvanize high-end talents from home and abroad to the city. It was also proposed that the allocation of funds for innovation and entrepreneurship should be optimized, including setting up funds for bonuses and subsides for such talents. To create a business-friendly environment, the district will make full use of Internet plus, so as to break down data barriers and optimize procedural tasks. Futian will also improve the service system to attract foreign investments. By carrying out a classification and tracking mechanism, large foreign-funded enterprises and newly introduced companies will be better served.(Zhang Yu) |
