ON the occasion of the 40th anniversary of reform and opening up, a national media and local media delegation came to Shenzhen for a themed visit from May 7 to 9. On the afternoon of May 9, the delegation arrived at Huaide Community.

The community is located in the central area of Fuyong Subdistrict. It covers an area of 4.5 square kilometers and a construction area of 2.5 square kilometers, and has a population of 53,906. It has won the title of national model community for three consecutive years.

The delegation visited the community’s old village as well as its commercial and residential area. It aimed to learn about the various measures of the modern governance of Bao’an and Huaide Community, and to understand the development of Bao’an over the past 40 years through the visit to the community’s old village.

“Great changes have taken place in the community. It’s all about good timing, geographical convenience and good human relations, which correspond to reform and opening up, its adjacency to Hong Kong and Macao, and the ambitious goals and unity of the local people,” Fang Quanwei, the village head, told the delegation.

Over the past 40 years, the development of Huaide has been very impressive. The total assets, net assets, total income, profits, and per capita dividends in 2017 were 1,579 times, 7,031 times, 2,748 times, 30,181 times, and 390 times more than those in 1988, respectively.

According to the future planning, every shareholder in the community’s joint stock cooperative company will become a millionaire with collective assets of more than 100 million yuan (US$15.67 million) per person.

In the ancestral hall, the delegation was introduced to the history of Huaide Community, the inheritance of the lion dance, and participated in a workshop that serves as an important part of the construction of a modernized community governance system.

“The great changes in Huaide Community made a powerful impression on us. We can intuitively feel the great changes brought about by the reform and opening up of all of Guangdong, and especially Shenzhen and Bao’an, over the past 40 years. The rapid development of the collective economy and the steady increase of per capita income are the dividends of reform and development,” said Chen Ling, a reporter from the People’s Daily and a member of the delegation.

He said the changes in the governance of modernized communities in Bao’an have left a deep impression on him. Soft constraints play a great role and provide inspiration for other communities.
