China will introduce a series of new regulations including a salary cap and a bonus cap in the Chinese Super League (CSL) and lower professional leagues from 2019.

The regulation will cover the Chinese Super League, China League and China League Two. The CFA says the regulations hope to curb “irrational” investment and promote healthy and sustainable development of professional leagues, sources with China’s soccer governing body, the Chinese Football Association (CFA) told Xinhua on Wednesday.

报道中的salary cap就是“薪资上限”，cap本意是“帽子”，引申为“资金限额”。在职业运动中，这个词指一个队可以付给球员的工资上限，可以有针对单个球星的限额，也可以有针对全队的工资总额上限。例如：

Many teams have been too hamstrung by the salary cap to fully go after players.

很多球队出于对薪资上限的顾虑不敢花巨资引进球星。
