AN initiative proposed by the International Center for Higher Education Innovation under the auspices of UNESCO (UNESCO-ICHEI) to establish the International Institute of Online Education (IIOE) has passed reviews and was signed by partner universities attending the two-day IIOE international consultative meeting that ended in Shenzhen yesterday.

With 10 million yuan (US$1.42 million) in support from Tencent Charity Foundation as a seed fund, the institute will offer quality online courses for ICHEI partner higher education institutes in the Africa and Asia-Pacific regions, support teachers to conduct quality teaching with Information and Communications Technology (ICT) and build a blended online eco-learning system to realize higher education reform at partner universities.

Over the past three years, ICHEI has developed a network of 11 partner universities in African and Asian countries. The universities include Addis Ababa University in Ethiopia, Ahmadu Bello University in Nigeria, Ain Sham University in Egypt, Royal University of Phnom Penh in Cambodia, University of Colombo in Sri Lanka, University of Djibouti and University of Makerere in Uganda.

The network activities include professional staff development, establishing smart classrooms to address issues of resource scarcity, promoting the transformation of traditional teaching modes and improving learning management systems. The smart classroom projects at the universities were sponsored by Chinese companies.

In the process, ICHEI realized that universities in developing countries face challenges in advancing higher education reform due to their teachers’ lack of resources, expertise and experience needed to develop quality courses, especially those related to ICT.

“In reviewing this situation, ICHEI and partner universities want to establish International Institute of Online Education to address the tensions of quality and equity in higher education institutes,” said Li Ming, director of ICHEI, at the opening ceremony of the international consultative meeting Saturday.

A flagship project of ICHEI, IIOE focuses on improving the ICT capacities of partner universities and their teachers in developing countries by establishing a conducive ecosystem and multi-party collaboration mechanism for the implementation of quality blended and online learning and teaching. Equipped with data collection and analysis functions, it is an online teaching and learning platform that provides quality online courses that enhance the ICT competencies of teachers and meet the demands of partner universities for quality resources.

At the meeting, Peter Wells, chief of the higher education section of UNESCO, expressed his hope that the IIOE project will enhance the capacity of partner universities and help more people access quality higher education.

The project will be officially initiated at the UNESCO Mobile Learning Week held in March 2020.

The IIOE international consultative meeting, organized by SUSTech and ICHEI, attracted 70 representatives, including policy makers, university executives, teachers, researchers and enterprise representatives from 15 countries.
