City ramps up effort to build a global marine center

SHENZHEN will propel the planning and construction of 63 demonstrative marine projects in its latest effort to build the city into a global marine center, according to an action plan for 2020-2025 released by the city’s planning and natural resources bureau.


The city aims to become a benchmark city in China for sustainable development of a marine economy, culture and ecology, and an important representative city for China’s “blue power” by 2025, according to the plan.


Construction and planning of 40 projects will be stepped up, which include the international marine development bank, Shenzhen Ocean University, the innovation center for intelligent marine engineering and manufacturing, the national deep-sea biological gene bank, national offshore fishery base and international tuna trade center, Shenzhen port and shipping development fund, and Shenzhen Research Institute of the Ocean University of China.


Another 23 projects have been recently included into the plan, which include the establishment of the national deep-sea science research center, marine industry development fund, China Offshore Engineering Group, the southern ocean engineering technology research institute of China State Ship Building Co. Ltd., and Shekou International Marine City; piloting the tax refund policy at ports of departure; and the inclusion of Shenzhen Bay mangrove wetland into the Ramsar Site of International Importance.


The city will prioritize the development of a marine economy, technology, and culture and ecology, and the development of marine management and global marine governance.


It will focus on industries of ocean engineering equipment, electronic information, biomedicine and resource exploration.


To advance marine technology, the city will establish marine education institutes and cultivate marine professionals to enhance the innovative ability of enterprises.


The city will also spare no efforts to conserve the ocean environment, building a world-class green coastline and international seashore tourist destination.


It plans to host high-end global marine exchange activities and attract the international marine affairs organization to settle in the city.


In 2018, Shenzhen unveiled a decision to build the city into a global marine center, which  has gained approval from the Central Government.(Han Ximin)
