Information transparency called for housing market

REAL estate developers should make public all available apartments and all information related to property sales at one time within 10 days after obtaining permits for pre-sales or filing pre-sales prices, according to an amended rule on supervision of the housing market released by the city’s justice bureau recently.

The information should be made available through the unified real estate information platform developed by authorities, bureau officials said.

This new rule is aimed at preventing developers from withholding part of the apartments as part of their efforts to control prices.

All kinds of private sales activities are prohibited, as per the amended rules, which are seeking public opinions.

The amended rules specify that the housing management department should build a unified housing information platform to enable greater connectivity with other functional departments and market players, and to ensure functions including data sharing, housing resources check, transaction recording, market supervision and complaints service.

The rules also require leasing business to be conducted on a real name-registration basis.

To be specific, property leasers should show tenants their ID card information, property ownership certificate or materials suggesting the sources of the properties while tenants should present their ID information to leasers.

The housing market management department will also regularly release reasonable transaction prices of commercial real estate projects to guide reasonably priced transactions, according to the amended rules.
