GUANGDONG, China’s manufacturing heartland, has pledged to build 20 strategic industrial clusters, as part of its effort to build new infrastructure and promote social and economic development.

It is included in a “1+20” package plan for the development of strategic industrial clusters for 2021-2025, released at a press conference held by the Guangdong Provincial Government in the provincial capital Guangzhou yesterday.

The 20 industrial clusters include 10 strategic pillar industrial clusters and 10 strategic emerging industrial clusters.

The 10 strategic pillar industries are the next-generation electronic information, environmentally friendly petroleum and chemical industry, smart household appliances, automobiles, advanced materials, textiles, software and information services, superhigh-definition displays, biopharmacy and health, and modern agriculture and foods.

The total revenue of the 10 pillar industries reached 15 trillion yuan (US$2.14 trillion) in 2019, according to the conference. The 10 industries are the stabilizers for Guangdong’s economic development, whose annual output value topped 500 billion yuan each last year.

The strategic emerging industries are semiconductor chips and integrated circuits, high-end manufacturing, robotics, blockchain and quantum information, cutting-edge new materials, new energy, laser and additive manufacturing, digital creation, emergency and environmental protection, and precision apparatus and equipment.

The 10 strategic emerging industries generated 1.5 trillion yuan of revenue in total and no more than 200 billion yuan of output value each last year.

“Guangdong will include the development plan of the 20 industrial clusters into the 14th Five-Year Plan for high-quality development of its manufacturing industry,” Chen Anming, vice secretary general of the Guangdong Provincial Government, said at the conference.

“The plan for the development of 20 strategic industrial clusters is the roadmap for the development of Guangdong’s manufacturing industry. It lays out specific requirements for each of the industries, aims to build an ecology of leading manufacturing industry in Guangdong, and encourages Guangdong to participate in global division and cooperation by leveraging its advantages in industrial matching capability, supply of skilled laborers, high level of opening up, and liberalization of key production elements,” Mao Yanhua, a professor with the Pearl River Delta Research Center of Sun Yat-sen University, said.
