Power delegation improves efficiency in road projects

THE Guangdong Provincial Government has decided to delegate 13 administrative items regarding traffic and transportation to the Shenzhen Municipal Transport Bureau, Shenzhen Economic Daily reported yesterday. Shenzhen will implement the decision starting March 15.

The delegation of the provincial administrative authority is expected to enhance administrative efficiency, accelerate urban construction and improve the business environment in Shenzhen.

The 13 items consist of six in road projects administrated by the provincial government, two in water transport projects, three in railroad projects, one in port facilities and one in road excavation and repair.

The Shenzhen Municipal Transport Bureau is actively making arrangements relating to the decision. Previously, the planning of Shenzhen’s intercity railway fell in the purview of the provincial government, which was responsible for projects’ preliminary design approval and construction plan review and approval and other items. This delegation of power allows the city to plan rail lines and stations more reasonably and efficiently, and build a transport network with one-hour access to major cities in the Guangdong-Hong Kong-Macao Greater Bay Area.

This will also streamline approval processes for road and traffic projects. The city’s transport bureau can shorten projects’ processing time by more than 75 percent. For example, the processing time for approving the construction drawing for province-administered highway projects will be cut from 20 to five working days.

Time needed for the approval of construction permits for province-administered highways will be reduced from 20 days to one. The registration of bidding will need two days to be approved, as compared to 20 previously. The completion inspection will require eight days, rather than 90. (Xia Yuanjie)
