SHENZHEN has set a target to realize a GDP of 4 trillion yuan (around US$620 billion) and a per capita disposable income of more than 90,000 yuan by 2025.

The ambitious blueprint was made clear by Shenzhen Party chief Wang Weizhong in a report delivered at the opening session of the seventh Shenzhen Municipal Congress of the Communist Party of China yesterday, which set the course of the city’s development for 2021-2025.

By 2025, Shenzhen will become a model for the rule of law, an exemplary city of urban civility, a benchmark city for people’s well-being as well as a pioneer in sustainable development, make itself a modern innovation-driven international metropolis, and basically achieve socialist modernization, according to the report.

The city will join the ranks of the world’s top cities in economic strength and high-quality development, with an added value of more than 1.5 trillion yuan in emerging industries of strategic importance annually, the report says.

R&D inputs will be estimated to account for 5 percent of the city’s GDP by 2025. The city will make breakthroughs in core technologies and industrial innovation capabilities that will reach the world-leading level.

A batch of landmark cultural facilities and infrastructures will be built and the levels of urban civility and public services will be substantially improved.

People’s well-being will reach a new level and residents will enjoy full coverage of the social insurance system and a more prosperous and comfortable life.

The city’s ecological environment will be on par with that of developed cities around the world, with a low-carbon, recyclable and sustainable development pattern featuring low consumption and emission.  The city’s PM2.5 air concentration will be further lowered to below 20 micrograms per cubic meter and the water quality of its major rivers will be significantly improved.

It will also realize basic modernization in urban governance and develop a world-class ruled-by-law business environment.

By 2030, Shenzhen will become an innovative city that takes the lead in sustainable development. It aims to be built into a globally recognized city of innovation, entrepreneurship and creativity, an exemplary city for China to become a powerful modern socialist country by 2035, and a global benchmark city that excels in competitiveness, innovative capability and global influence by the mid-century, the report says.

The four-day Party congress will elect the city’s new Party leadership, the seventh CPC Shenzhen Municipal Committee, on Friday. Members of the new leadership will meet the press on the day. The new leadership of the Discipline Inspection Committee of the CPC Shenzhen Municipal Committee will also be elected.
