City pilots currency integrated bank settlement account system

SHENZHEN, along with the cities of Guangzhou, Fuzhou and Hangzhou, began the pilot of the domestic and foreign currency integrated bank account system starting Monday, Shenzhen Special Zone Daily reported.

Local citizens can apply to open domestic and foreign currency integrated bank accounts in 57 pilot outlets of the Industrial and Commercial Bank of China Shenzhen Branch, Bank of China Shenzhen Branch and China Merchants Bank Shenzhen Branch.

The pilot program marks a new breakthrough in bank account management system reform and trade and investment settlement facilitation.

“The program not only provides conveniences for enterprises, but also saves manpower and operating costs. It is a very practical and win-win reform measure for banks and enterprises,” a staffer with Wellside International Co. Ltd. told the Daily.

Wellside International Co. Ltd. is a Hong Kong company and mainly engages in import and export of electronic products. Due to its business needs, they deal with multiple foreign currency accounts, with each account kept separately.

According to the staffer, before the pilot, they needed to provide multiple sets of account information when applying to open foreign currency nonresident accounts in U.S. dollars and Hong Kong dollars.

Additionally, if an account in another foreign currency subsequently needed to be opened, they had to go to the bank to provide the account opening certificate and go through the account opening procedure again, the staffer said.

With the launch of the pilot program, one set of account information will suffice to apply for a multicurrency bank settlement account in U.S. dollars and Hong Kong dollars, and the process takes about 30 minutes, according to the Daily report.

The program also enables individuals to use and manage multicurrency funds through a class I bank settlement account integrating local and foreign currencies. (Zhang Yu)
