City recovers ¥860m in stolen money in 6 years

SHENZHEN has brought back 321 fugitives from 32 countries and regions and retrieved 860 million yuan (US$132.95 million) in stolen money since an operation was launched in 2015, with no new fugitives reported after 2018, according to a meeting held by the city’s legislature Sunday.

In January 2018, the municipal supervisory commission was established to team up with the municipal discipline inspection commission to further integrate resources to hunt for corrupt fugitives and retrieve illegal gains.

According to statistics, Shenzhen has brought back 191 fugitives, including 35 Party members and government staff and two on China’s 100 most wanted fugitives list, and recovered 680 million yuan in embezzled money since the establishment of the municipal supervisory commission.

The city also took the lead in Guangdong Province to clear all cases involving those listed among the country’s 100 most wanted fugitives. The two fugitives included Zhang Yongguang, a former policeman at Nanshan District Public Security Sub-bureau high-tech park police station, and Liu Baofeng, former general manager of Shenzhen Caitian Road securities business department of Huatai Securities Co. Ltd.

Zhang, who had been on the lam for nearly eight years, returned to China and turned himself in to the police in July 2018. Liu had been hiding abroad for 18 years before surrendering to the police in June 2019.

Over the past six years, Shenzhen has strictly implemented laws and regulations on recovering fugitives and stolen money, and continuously strengthened international judicial and law enforcement cooperation.

Zhou Jiajun, former assistant to the general manager of Shenzhen SDG DONZHI Technology Co. Ltd., was jointly arrested by Chinese and foreign police and successfully repatriated to the country.

After Kuang Pingkuai, former executive of a State-owned real estate development enterprise in Shenzhen, was arrested and brought to justice, his two illegally gained properties worth more than 14 million yuan were confiscated according to the law.

Based on the meeting, Shenzhen has seen a decline in the number of new fugitives year by year, and there have been no new fugitives reported since 2018.  (Zhang Yu)
