Coastal economic belt plays stronger role in GD’s development

GUANGDONG’S coastal economic belt is gaining prominence as the main battlefield for the province’s coordinated development, representing 80% and 90% of the province’s GDP and foreign trade volume, respectively, according to a news conference held by the Information Office of the People’s Government of Guangdong Province in Guangzhou yesterday.

Port cities of Shenzhen, Guangzhou, Zhuhai, Dongguan, Zhanjiang and Jiangmen, each with the cargo throughput exceeding 100 million tons, are among the cities in the belt.

Guangdong proposed a regional development pattern of “one core, one belt and one zone” after President Xi Jinping pointed out that the unbalanced development between urban and rural areas is the province’s biggest weakness in pursuing high-quality development during a visit to Guangdong in 2018.

To shore up its weak links, Guangdong has divided the province into three functional areas: the Pearl River Delta core area, the coastal economic belt and the northern ecological development zone.

Shenzhen, Guangzhou, Zhuhai, Foshan, Huizhou, Dongguan, Zhongshan, Jiangmen and Zhaoqing make up the Pearl River Delta core area, which serves as the main engine leading the province’s development.

Apart from seven coastal cities in the Pearl River Delta — Guangzhou, Shenzhen, Zhuhai, Huizhou, Dongguan, Zhongshan and Jiangmen, the coastal economic belt also includes seven cities in Guangdong’s east and west wings, which include Shantou, Shanwei, Jieyang, Chaozhou, Zhanjiang, Maoming and Yangjiang.

The northern ecological development zone, the province’s main ecological barrier, consists of Shaoguan, Meizhou, Qingyuan, Heyuan and Yunfu.

Zhu Wei, deputy director of the provincial development and reform commission, said the three functional areas had achieved differentiated development. High-quality resources and high-end industries have further gathered in the Pearl River Delta core area, putting the area on a fast track of high-quality development and amplifying the areas’ influence in the province.

Meanwhile, the coastal economic belt has become a hotspot for foreign investment, attracting projects worth over US$10 billion each from BASF and ExxonMobil.

The province’s best ecological environment remains in the northern ecological development zone, where modern agriculture, eco-tourism and cultural tourism have thrived.

From 2016 to 2021, Guangdong increased its financial investment in the coastal economic belt and northern ecological development zone. According to official data, the per capita general public budgetary expenditure in the two areas increased from 6,789 to 9,044 yuan during the period, posting an average annual growth of 5.9%.
