Intl. professional qualification recognition catalog unveiled

TALENTS with internationally accredited qualification certificates, regardless of nationality, are deemed to have obtained corresponding professional titles in China and are qualified to apply for higher-level qualification assessment, as long as the qualifications they possess are in a catalog recently released by the Shenzhen Municipal Human Resources and Social Security Bureau.


The catalog on international professional qualification recognition covers 25 professional titles in the field of engineering technology, involving green architecture, AI, survey and design, accredited by institutions and organizations in the U.S., U.K., Australia, and China’s Hong Kong and Macao.


The organizations include the Institute of Electrical and Electronics Engineers in the U.S., American Planning Association, U.S. Green Building Council, American Certification Institute, Board of Certified Safety Professionals in the U.S., Royal Town Planning Institute in the U.K., Building Research Establishment in the U.K., Planning Institute of Australia, Chinese Finance Association of Hong Kong, Macao Institute of Finance Services, and Hong Kong Engineers Registration Board.


Holders of junior certificates who want to apply for mid-ranking professional titles must have obtained corresponding international qualification certificates for over two years and have been working in related fields for over five years after receiving a bachelor’s degree or over two years after receiving a master’s degree. Holders of a Ph.D. degree are not subject to requirements on the number of years of working, as per the catalog.


Eligible applicants for senior professional titles must have obtained international certificates that correspond to domestic mid-ranking qualification certificates for over two years and have worked in related fields for over 10 years after obtaining a master’s degree, over seven years after receiving a master’s degree, or over two years after earning a Ph.D. degree.


Li Kai, assistant president of Shenzhen Institute of Financial Stability Development, said the catalog’s promulgation will make Shenzhen more attractive to international talents and facilitate their development in the city. It will also boost talent exchanges among Shenzhen, Hong Kong and Macao.


Earlier this year, the bureau issued a list recognizing 20 kinds of international professional qualifications for overseas talents. So far, there have been over 400 registered overseas professionals with international qualifications working here, according to the bureau.
