SZ starts evaluating intl. block building work

SHENZHEN officially initiated evaluation on work related to building international blocks at 20 communities at a briefing interpreting the evaluation guideline to representatives from 10 districts at the Civic Center in Futian District yesterday.


The evaluation on building international blocks will be based on the guideline released last month, after rounds of research and deliberations over the last two years.


The evaluation will adopt a method combining basic evaluation and feature evaluation, with indicators showing the city’s characteristics as it becomes a more international metropolis.


Basic evaluation covers six aspects including block governance, international exchanges, livable environment and industrial services, as well as highlights created in the process of building an international block.


Feature evaluation focuses on a block’s characteristic advantages and emphasizes on three aspects of planning, development and achievement.


“In one word, the evaluation will center around the competence and progress of subdistrict offices and communities in building international blocks based on their own actual situation, rather than ranking them to show which one is better or worse,” Liu Hongzhao, an associate professor from the Quality and Standard Academy of Shenzhen Technology University, the mastermind behind the guideline, said at the meeting.


Shenzhen took the country’s lead to pilot construction of international blocks in 2019, aiming to build 20 international blocks under a three-year program in a bid to boost the city’s internationalization level.


The subdistricts under the pilot program include Xiangmihu, Huaqiangbei, Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone in Futian; Shekou, Zhaoshang, Yuehai and Taoyuan in Nanshan; Cuizhu, Dongmen and Guiyuan in Luohu; Huizhan New Town and the CBD area in Bao’an, Meisha and Haishan in Yantian, Bantian in Longgang, Minzhi and Guanlan in Longhua, Pingshan Subdistrict in Pingshan, Gongming in Guangming and Dapeng Subdistrict in Dapeng New Area.


“Through the guideline-based evaluation, we hope to see each subdistrict’s strength, achievements and diverse beauty. This will form the city’s international block network with different forms and styles,” said Sun Huaizhong, deputy director of the Foreign Affairs Work Committee of the CPC Shenzhen Municipal Committee.


“Through joint efforts and great synergy, we hope to accumulate replicable experience on building international blocks based on our work for the last three years and share them with other cities in China and the world,” Sun said.


According to the plan, the city will complete building 20 international blocks by the end of 2022, greatly improving work, life, ecological and humanistic environments.


By 2025, an international block network will be formed, and by 2030, the international blocks will be the key components for Shenzhen’s construction of an international city and congregation of advanced international production forces, knowledge, technologies, and high-end professionals.
